Narumi is quite well-connected throughout his home in the Capital city, and there is one thing that almost everyone that has ever met him can agree on: Narumi is one of the most laziest and irresponsible detectives you ever have and ever will meet. Before Raidou came into his apprenticeship, he ran the Narumi Detective Agency by himself, and likely did so for a very long time. However, in the games proper, Narumi sends Raidou to do all the work, and a lot of people are surprised that Narumi even has enough money to hire another detectives. Narumi does nearly everything he can to dodge as much work as possible, and has a very bad habit of spending his money on imported coffee beans and fancy suits instead of paying his rent. In his own words, "a man's job should be fun," and he seems to prioritize frivolous things over his actual job, and blows off many boring things that are likely important so that both he and his friends can be happy and have a good time. He's carefree and cheerful the way he blows off his own responsibilities, though ask him and he will definitely not be inclined to tell this kind of life philosophy to his debtors.
He's a bit selfish in this way, and also pretty childish the way that he amuses himself with pointless things, and will often reject a client's case if it's unrelated to his Yatagarasu work or sounds too "messy." He rarely likes to talk about heavy talk unless it's necessary, and though he seems like a pretty crappy person at first he's affable and personable because of said carefree attitude, who would much rather joke around and brings a light air to the conversation. So while he's a pretty nice guy on the outside, he's a bit of an idiot and a good helping of bad luck landing him in many bad situations because of his bad habits and horribly skewed priorities.
While he doesn't act like a complete slob, he does give off the air of being completely unreliable, and yet people still come to his detective agency pretty regularly for help. And that's because despite the wholly aloof and lazy persona that Narumi gives off, the man is actually quite intelligent, and without a doubt good at his work. Before becoming a detective, Narumi worked for the Imperial Army as a soldier and a spy, and so he very much knows what he's doing in his line of work. He can put logic together no problem, is excellent at deductive reasoning, and despite how completely irresponsible he seems to be, has much more common sense to apply to a situation than the average citizen of the Capital. He's very opinionated on a lot of things, though is mellow enough about it to talk about them calmly or keep them to himself if the time isn't necessary. Narumi doesn't try very hard to be impartial, but he will tell most of his thoughts to Raidou instead of someone else if something doesn't sit right with him, and he rarely lets things stand when they don't.
As we've said before, Narumi is also very well connected; though he laments physical footwork, there is one thing Narumi is undeniably good at, and that's talking. When he's on the case, he's very good at talking to people to get what he needs to know, or persuading them to his side (so long as they're not possessed military generals, elders of ancient clans or the owner of Ryugu restaurant). He's a very social and talkative person, and knows how to keep most conversations calm and pleasant. This applies to stressful situations as well, as despite his frivolous nature, he knows how to stay calm in the face of stress or adversity. In fact, it's very rarely that he ever gets visibly worked up over something in seriousness (though he does come close to flipping tables over Gotou ruining the pants of his suit).
All in all, Narumi is not actually unreliable or totally idiotic: he is just very lackluster about most things and the world around him. He's not aloof from not caring, he's just very relaxed unperturbed by most serious situations, seeing no point in getting worked up anymore and wanting to enjoy life while he still can. Underneath his almost childish exterior is a man who joined the Japanese military at an early age, bright-eyed and hoping to protect the people and citizens of the nation. But after growing close to Major General Munakata, seeing just what kind of cruel things the Imperial Army was doing (especially during the process of the Super Soldier Project), and working as a government spy for much of his term of service, he became completely disillusioned with figures in authority, and most of the world in general. He has lost almost complete faith in the government, and doesn't deal very well with the values of "duty" and "tradition." To put it in terms of mechanics, he's firmly on the Chaos side of the SMT Law-Chaos paradigm. He mostly thinks that if you want something done, you have to do it yourself, and despite his connections and preference to make Raidou do the dirty work, would much rather handle the important and dangerous things himself. Narumi is in fact very jaded on the inside, but he doesn't really like himself like that.
Despite himself and everything he's seen and dealt with in his line of work, Naurmi is still an almost impossible optimist deep, deep down-- otherwise, how could he bring himself to work for a secret organization that was trying to protect the country? He cares a lot not only for the people of the Capital or the people of Japan, but also the people of the world, the kids, the civilians, and everyone, even the Major General who turned on his country. He wants to believe in the inherent good of people, and without a doubt he does. He's especially protective of kids and teenagers, feeling immense guilt over the state of the world adults have put it in that the younger generation has to deal with. He is surprisingly forward thinking though, encouraging people to do what makes them happy, and preferring to confront problems and dangers he doesn't agree with than ignore them and hope that they go away. He recognizes when one route is impossible however, even if it leaves a sour taste in his mouth. That doesn't mean he's willing to give up however, it just simply means more work to try and find an alternative to accomplish his goal. It's very rarely that he gives up, he just seeks a different channel. For a man that almost never pays rent on time and wastes his time making card houses, he's very determined when it matters.
It's because he's a jaded man that still holds onto hope that he acts the way he does; frivolous, irresponsible, and a bit hedonistic (though not to very extreme lengths, mostly that's just joking around, smoking, buying expensive things, etc). It's a very odd coping habit for him, and he recognizes that his behavior is pretty damn bad. He knows he's no role model, and holds other people (especially officials and teenagers) to a higher standard than himself, to the point of encouraging Raidou to "do as I say, not as I do." It makes him a hypocrite, and he's very well aware of that, but he genuinely cares about other people while not caring about his own state, and doesn't want them to turn into a spending wreck with a smoking habit like he is. Basically, his good qualities only come out when it matters. Otherwise, he'll act like an unreliable smooth-talker, who seems to be more prone to outwardly blowing up over someone losing his coffee than about the oppression of the lower class.

He has an extensive background of military discipline and trained espionage, is able to fight with various firearms and has a lot of technical know-how, but as far as anything supernatural goes, he's completely normal. He can't even see demons, though he has a vague recognition of them being there.That or he's completely lying about not being able to see them.
